Ministry of Higher Education, Sciences, Research and Innovation
A big shake up of Thailand's education, especially its higher education affaires. Thailand is revamping its tertiary education - more emphasis will be put on research and innovation.
Background and Rationale: For the realization of Thailand 4.0 (to get out of the middle-income trap), through the 20-Year National Strategies, reasearch, innovative products and businesses, it is deemed appropriate to restructure several existing organizations, and form a new ministry. The new one has been agrred to be called: The Ministry of Higher Education, Sciences, Research and Innovation.
Thailand's Minister of Education, H.E. Dr Teerakiat Jareonsettasin, explains why Thailand needs to restructure and rethink the country's education and higher education, research, sciences, and innovation, before the assemby of Thailand's national representative body.

According to Associate Professor Khunying Sumontha Promboon, the next move is critical for Thailand in the 21st century. It's a big change: structurally and philosophically. This new structure shall bring back Thai universities to the original missions and purposes. Universities should not only teach students, but create new knowledge and inventions and new things, leading the advanced knowledge and scholars of the country.
The word "sciences" reflects the multi-dimensionality of the term 'sciences". Associate Professor Khunying Sumontha Promboon argues that the term 'sciences' is inclusive of all sciences, entailing natural, social, and human sciences.
The new ministry is deemed necessary:

เป็นการแก้ไขอำนาจหน้าที่ และการบริหารหน่วยงานและบุคลากรของกระทรวงศึกษาธิการให้ไม่รวมถึงกิจการที่เกี่ยวกับการอุดมศึกษา และให้ไปเป็นอำนาจหน้าที่ของกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม รวมทั้งแก้ไของค์ประกอบของคณะกรรมการและผู้รักษาการตามกฎหมายให้สอดคล้องกับการจัดตั้งกระทรวงดังกล่าว
3. ร่างพระราชบัญญัติการอุดมศึกษา พ.ศ. .... มีสาระสำคัญเป็นการกำหนดหลักเกณฑ์เกี่ยวกับการจัดการอุดมศึกษา โดยต้องเป็นไปเพื่อพัฒนาทรัพยากรบุคคลให้มีความเชี่ยวชาญตามสาขาวิชาการหรือวิชาชีพที่ตนถนัด สามารถตอบสนองต่อความต้องการของประเทศและสร้างขีดความสามารถในการแข่งขันในระดับโลกได้ พัฒนาบุคคลให้เป็นมนุษย์ที่สมบูรณ์ทั้งร่างกาย จิตใจ สติปัญญา ความรู้ และทักษะที่จำเป็น

Thailand TESOL International Conference 2019
Are you ready for this? Thailand TESOL ---The 39 th Thailand TESOL International Conference will be on January 18 - 19, 2019 at The Ambassador Hotel Bangkok, Thailand.
The theme of the conference is “Changes and Chances in ELT.”
This is my session as a parallel speaker at the conference.
Janpha, Thadphoothon "Promoting English Language and Critical Thinking Skills through the English-for-Thai Taxi Drivers Project"
Janpha Thadphoothon is an English teacher at the Faculty of Arts, Dhurakij Pundit University, in Bangkok, Thailand. He graduated with a BA in education from Chulalongkorn University, an MA degree from Thammasat University (1999), and a doctoral degree (2006) from the University of Canberra, Australia.

Janpha, Thadphoothon "Promoting English Language and Critical Thinking Skills through the English-for-Thai Taxi Drivers Project"
English language ability and critical thinking skills are two competencies considered necessary for Thailand’s national development. However, Thai education has not been successful in developing these two competencies in Thai students. Hence, efforts have been made to address these challenges. This study reflects an effort to address the two challenging competencies. It aims to promote Thai college students’ language learning and critical thinking skills though project-based instruction. In this classroom research, a total of 31 students participated in the English-for-Taxi Drivers Project as part of an elective course on cross-cultural communication at an urban university in Bangkok. The project entailed data collection and service learning. This semester-long project started in September and lasted until November 2017. After the project, the students were asked to reflect on their learning experience by answering the answer the questionnaires. Results showed that the majority of the students had positive attitudes towards the project, agreeing that the project has developed their cognitive as well as soft skills. In addition to English language skills, several dimensions of the projects, such as task complexity and demand for cooperation and human relation, have helped promote the students’ critical thinking skills.
Janpha Thadphoothon is an English teacher at the Faculty of Arts, Dhurakij Pundit University, in Bangkok, Thailand. He graduated with a BA in education from Chulalongkorn University, an MA degree from Thammasat University (1999), and a doctoral degree (2006) from the University of Canberra, Australia.

Embracing English as a Global Language: A Big Leap Forward for Thailand’s Sustainable Development

Abstract
This paper suggests a language-driven
way for the development of Thailand in a more sustainable fashion. It provocatively
calls for Thailand to embrace English, not as a foreign language, but as a
truly global one, and Thai teachers and the Thai public to ‘voice their soil
and soul’ more in English. In the sphere of education, it outlines the role
English plays in the Thai context, the roles of English teachers and learners
as text producers. In particular, the author explains why and how he has used
English to express his concerns for the degradation of the environment and the
destruction of local ways of life. In the paper, the author calls for the conception
and appreciation of English as a means to represent Thailand on the world stage.
The assumption proposed here is that if a practice or idea is not articulated
and/or represented in English, it will not get enough attention to stay alive
and prosper on a global level. The author proposes that one way to improve
Thailand’s English language ranking and a way to preserve Thai culture is to do
it through creative writing activities. It would be a big leap for Thailand.
With proper content and process, it would be a factor contributing to the
development of Thailand’s education and Thailand’s sustainable development.
