Key Issues in the Draft of Thailand Educational Plan As of April 2016

The policy statements are being drafted by the authorities. The organization spearheading the drafting of the plan is the Council of Education. The Council in turn has set up a sub-committee to oversee the issue.

7) ยุทธศาสตร์การพัฒนาหลักสูตร กระบวนการจัดการเรียนการสอน การวัดและประเมินผลผู้เรียน
8) ยุทธศาสตร์การผลิตและพัฒนากำลังคนเพื่อสนองตอบตลาดแรงงานและการพัฒนาประเทศ (สถาบันอาชีวศึกษา/สถาบันอุดมศึกษา)

1. The first issue worth noting is the name , status, and roles of the teachers (school teachers).
One of the proposal is to redefine and rename the 'teachers'. Presently, they are called ' government officials', The proposal has it that they should be called 'the state employees' or similar names.
This issue is far from reaching any conclusion, as about a million of teachers stand in protest against this change. They prefer the status duo.
2. The second issue is the administration of schools. At present, schools are divided into many service areas. One idea is to abolish the old structure and start anew by handling over the management responsibilities to the provincial committees, chaired by the Governor appointed by the Ministry of Interior.
3. The next is on funding.
Please be noted that following are only the drafted framework on the plan. It is the work in progress.

Updates
May 10th, 2016, we saw the spokesperson of the Govt came out on TV letting the public know that the PM has requested that the MOE set a clear policy statement on basic education and compulsory education. The PM was quoted saying that the 15-year compulsory education is not this govt's policy' it's from other political parties. This Govt, he said, did not change the present system. The compulsory education is the period of 12 years, from P1 to M6 (Primary level 1 - Secondary Level 6).
As for the pre-primary school education, the government said that the Ministry of Education needs to work with other Ministries such the Ministry of Interior to manage the education of Thai children.
