Key Issues in the Draft of Thailand Educational Plan As of April 2016
(BE 2017-2031 or AD 2517-2031)

This is a work in progress. I am in the process of updating this article. I therefore apologize for this shortcoming,

The policy statements are being drafted by the authorities. The organization spearheading the drafting of the plan is the Council of Education. The Council in turn has set up a sub-committee to oversee the issue. 

Nine strategies have been considered. They are:

1) ICT and Information for education
2) Management of Educational management
3) ยุทธศาสตร์การกระจายอำนาจไปสู่สถานศึกษา
4) ยุทธศาสตร์การส่งเสริมการมีส่วนร่วมจากทุกภาคส่วนของสังคม
5) ยุทธศาสตร์การปรับระบบและกลไกการบริหารงานบุคคล
6) ยุทธศาสตร์การปฏิรูประบบทรัพยากรและการเงินเพื่อการศึกษา
7) ยุทธศาสตร์การพัฒนาหลักสูตร กระบวนการจัดการเรียนการสอน การวัดและประเมินผลผู้เรียน
8) ยุทธศาสตร์การผลิตและพัฒนากำลังคนเพื่อสนองตอบตลาดแรงงานและการพัฒนาประเทศ (สถาบันอาชีวศึกษา/สถาบันอุดมศึกษา)
9) ยุทธศาสตร์การพัฒนาคนตลอดช่วงชีวิต


1. The first issue worth noting is the name , status, and roles of the teachers (school teachers).
One of the proposal is to redefine and rename the 'teachers'. Presently, they are called ' government officials', The proposal has it that they should be called 'the state employees' or similar names.

This issue is far from reaching any conclusion, as about a million of teachers stand in protest against this change. They prefer the status duo.

2. The second issue is the administration of schools. At present, schools are divided into many service areas. One idea is to abolish the old structure and start anew by handling over the management responsibilities to the provincial committees, chaired by the Governor appointed by the Ministry of Interior.


3. The next is on funding.

Updates

May 10th, 2016, we saw the spokesperson of the Govt came out on TV letting the public know that the PM has requested that the MOE set a clear policy statement on basic  education and compulsory education. The PM was quoted saying that the 15-year compulsory education is not this govt's policy' it's from other political parties. This Govt, he said, did not change the present system. The compulsory education is the period of 12 years, from P1 to M6 (Primary level 1 - Secondary Level 6).

As for the pre-primary school education, the government said that the Ministry of Education needs to work with other Ministries such the Ministry of Interior to manage the education of Thai children.

Competencies for an Inclusive World of the 21st Century


Competencies for an Inclusive World of the 21st Century

Globalization and rationalization (ASEAN) bring both opportunities and challenges. They bring innovation, new experiences, and higher living standards. They also contribute to economic inequity and social division. 

It is suggested that this generation (Generations Z and Alpha)  requires new capacities.

In the globalized society, young people need to collaborate with people from different disciplines, cultures and value systems, in a way that solves complex problems and creates economic and social capital. They need cross-cultural communication competences.

They need to bring judgement and action to difficult situations in which people’s beliefs and standards are at odds. How should they deal with such complexities.

For some years, educators have been discussing how best to build these capacities. The capacities to engage diversity fruitfully, and the need to harmonize differences.  

Is there a distinctive competence that equips young people for the culturally diverse and digitally-connected communities in which they work and socialize? 

Can students learn to apply knowledge, skills, values and attitudes, in order to act creatively, collaboratively and ethically? How can they do that?

As teachers, what can we do to build up such the capacities?

One of the entries in the 2016 charter is the entry of education. Having looked into the proposed charter, I can sum it up as follows: As we know, education is seen and perceived as necessary for the well-being of the nation. The articles related to education and human resource development are seen as positive in nation development for sustainable future.

The first article is found in Section 6:

Section 6 Duties and Responsibilities of Thai Citizens
หมวด ๔ หน้าที่ของปวงชนชาวไทย

... (๔) เข้ารับการศึกษาอบรมในการศึกษาภาคบังคับ

(4) be educated and trained in the compulsory education

This stipulated that every Thai is required to attend a school until they complete the basic education level. In Thailand, at present (May 2016) the compulsory education is nine years.

So, it is required by law that every Thai child and youth attend schools in the compulsory-level education. This article is similar to the article in previous Charters.


Next is found in Article 56 under Section 5 on Duties and Responsibilities of the State

According to Article 54, the state is required to make every child and youth receive education for the period of 12 years, from the pre-school level until the end of the required (compulsory) level with quality without the child or youth having to pay for such the education.

Below is the Thai version of Article 58:

มาตรา ๕๔ รัฐต้องด าเนินการให้เด็กทุกคนได้รับการศึกษาเป็นเวลาสิบสองปี ตั้งแต่ก่อนวัยเรียนจนจบการศึกษาภาคบังคับอย่างมีคุณภาพโดยไม่เก็บค่าใช้จ่าย

Under the same article (54), the state must operate in ways that can make Thai children be taken care of and developed before they enter the education system in order to develop their physical bodies, minds, disciplines, emotions, social, and intellectual skills in ways that are suitable for their age.

Below is the Thai version of Article 54:

รัฐต้องด าเนินการให้เด็กเล็กได้รับการดูแลและพัฒนาก่อนเข้ารับการศึกษา ตามวรรคหนึ่ง เพื่อพัฒนาร่างกาย จิตใจ วินัย อารมณ์ สังคม และสติปัญญาให้สมกับวัย

To continue:

It is also stipulated that the Thai State shall promote and support local administrative governments and private organizations to participate and take part in education administration and provision.

โดยส่งเสริม และสนับสนุนให้องค์กรปกครองส่วนท้องถิ่นและภาคเอกชนเข้ามีส่วนร่วมในการด าเนินการด้วย

The State must operate to make the citizens receive education as required in the systems, including the operation of the state to promote life-long learning and the operation to make the cooperation and collaboration among the State agencies, the Private Organizations, and the Local Governments to manage and provide quality education in ALL Levels, under the condition that The State has the duty to operate, monitor, promote, support such the cooperation to ensure quality education and meet the international standards.

รัฐต้องดำเนินการให้ประชาชนได้รับการศึกษาตามความต้องการในระบบต่าง ๆ รวมทั้งส่งเสริมให้มีการเรียนรู้ตลอดชีวิต และจัดให้มีการร่วมมือกันระหว่างรัฐ องค์กรปกครอง ส่วนท้องถิ่น และภาคเอกชนในการจัดการศึกษาทุกระดับ โดยรัฐมีหน้าที่ด าเนินการ กำกับ ส่งเสริม และสนับสนุนให้การจัดการศึกษาดังกล่าวมีคุณภาพและได้มาตรฐานสากล

That is to be done in accordance with the law and articles in the National Education, which is stated that at least the National Education Plan and the mechanisms and systems to monitor and ensure that the educational affairs are proceeded in accordance with the plan. Education in all levels must develop the students to be 'good citizens' with discipline, proud in being Thais, and they have the skills and abilities based on their interests and aptitudes, responsible to their families, communities, society, and the nation.


ทั้งนี้ ตามกฎหมาย ว่าด้วยการศึกษาแห่งชาติซึ่งอย่างน้อยต้องมีบทบัญญัติเกี่ยวกับการจัดท าแผนการศึกษาแห่งชาติ และการด าเนินการและตรวจสอบการด าเนินการให้เป็นไปตามแผนการศึกษาแห่งชาติด้วย การศึกษาทั้งปวงต้องมุ่งพัฒนาผู้เรียนให้เป็นคนดี มีวินัย ภูมิใจในชาติ สามารถเชี่ยวชาญได้ตามความถนัดของตน และมีความรับผิดชอบต่อครอบครัว ชุมชน สังคม และประเทศชาติ

This bit is interesting and worth noting:

In the operation to make children be taken care of and developed in Paragraph 2 or to make the citizens (youths and adults) in Article 3, the State must operate to make sure that those lacking money / capitals be financially supported to receive the education based on their aptitudes.

ในการดำเนินการให้เด็กเล็กได้รับการดูแลและพัฒนาตามวรรคสอง หรือให้ประชาชนได้รับการศึกษาตามวรรคสาม รัฐต้องดำเนินการให้ผู้ขาดแคลนทุนทรัพย์ได้รับ การสนับสนุนค่าใช้จ่ายในการศึกษาตามความถนัดของตน

The State shall set up the Education Fund to help those students lacking financial means, to reduce the gap in education, and to promote and develop the quality and effectiveness of the teachers. The State is required to allocate  the budget to financially support the FUND Or to use the taxation mechanisms, including the mechanisms to get some funds from the donation by granting taxation privileges to those who donate to the fund, based on the law. Such the law, at the minimum, must at least stipulate that the administration of the FUND be independent and requires that the management of finance and budget be made to achieve such the goals.  
 
 ให้จัดตั้งกองทุนเพื่อใช้ในการช่วยเหลือผู้ขาดแคลนทุนทรัพย์เพื่อลดความเหลื่อมล้ำ ในการศึกษา และเพื่อเสริมสร้างและพัฒนาคุณภาพและประสิทธิภาพครู โดยให้รัฐจัดสรรงบประมาณ ให้แก่กองทุน หรือใช้มาตรการหรือกลไกทางภาษีรวมทั้งการให้ผู้บริจาคทรัพย์สินเข้ากองทุน ได้รับประโยชน์ในการลดหย่อนภาษีด้วย ทั้งนี้ ตามที่กฎหมายบัญญัติ ซึ่งกฎหมายดังกล่าว อย่างน้อยต้องกำหนดให้การบริหารจัดการกองทุนเป็นอิสระและกำหนดให้มีการใช้จ่ายเงินกองทุน เพื่อบรรลุวัตถุประสงค์ดังกล่าว


Article 69 on research and development

"The State shall provide and support research and development in sciences, technologies, and knowledge in other fields, in order to create knowledge, development, and innovation, for the strength of the Thai society and the building of Thai people's abilities."

มาตรา ๖๙ รัฐพึงจัดให้มีและส่งเสริมการวิจัยและพัฒนาวิทยาศาสตร์ เทคโนโลยี และศิลปวิทยาการแขนงต่าง ๆ ให้เกิดความรู้ การพัฒนา และนวัตกรรม เพื่อความเข้มแข็งของสังคม และเสริมสร้างความสามารถของคนในชาต

We are pleased to read this article (69).



Article 250 under the section: Local Administration

มาตรา ๒๕๐ องค์กรปกครองส่วนท้องถิ่นมีหน้าที่และอ านาจดูแลและจัดท า
บริการสาธารณะและกิจกรรมสาธารณะเพื่อประโยชน์ของประชาชนในท้องถิ่นตามหลักการพัฒนา
อย่างยั่งยืน รวมทั้งส่งเสริมและสนับสนุนการจัดการศึกษาให้แก่ประชาชนในท้องถิ่น ทั้งนี้ ตามที่
กฎหมายบัญญัติ


The 2016 Proposed Charter has many aims and one of which is to revamp the country in many fronts - one reform effort is in education.

Under Section 16 on the Reformation of Thailand, there are clauses and sentences dealing with education, too. let's have a close look.

หมวด ๑๖ การปฏิรูปประเทศ


จ. ด้านการศึกษา
E. Educational Reform

1) The reform shall make realize what is stipulated in Article 54 mentioned earlier: to ensure that Thai children be looked after and nurtured before they enter the education system, This is to make the childern be developed physically, mentally, socially emotionally, intellectually, with well-disciplined behavior, suitable for their age group, without having to pay for the education.

 (๑) ให้สามารถเริ่มดำเนินการให้เด็กเล็กได้รับการดูแลและพัฒนาก่อนเข้ารับการศึกษาตามมาตรา ๕๔ วรรคสอง เพื่อให้เด็กเล็กได้รับการพัฒนาร่างกาย จิตใจ วินัย อารมณ์สังคม และสติปัญญาให้สมกับวัยโดยไม่เก็บค่าใช้จ่าย

2) To enact the law to set up the found according to Article 54 (paragraph 6) within 1 year after the Charter has its effective right. 
 (๒) ให้ด าเนินการตรากฎหมายเพื่อจัดตั้งกองทุนตามมาตรา ๕๔ วรรคหก ให้แล้วเสร็จภายในหนึ่งปีนับแต่วันประกาศใช้รัฐธรรมนูญนี้

3) To set up the mechanisms and systems to select, recruit, and develop 'professional teachers' and 'university lecturers' so that they have 'the Kuru Spirit' and Real competencies of the teaching profession, and to ensure that they receive remunerations in accordance with their abilities, as well as the system to ensure ethical standards in personnel management of the teaching profession.

 (๓) ให้มีกลไกและระบบการผลิต คัดกรองและพัฒนาผู้ประกอบวิชาชีพครู และอาจารย์ให้ได้ผู้มีจิตวิญญาณของความเป็นครูมีความรู้ความสามารถอย่างแท้จริง ได้รับค่าตอบแทนที่เหมาะสมกับความสามารถและประสิทธิภาพในการสอน รวมทั้งมีกลไกสร้างระบบคุณธรรมในการบริหารงานบุคคลของผู้ประกอบวิชาชีพครู

4) To improve and provide instruction in all levels to help learners learn according to their aptitudes and improve the structure of the organizations, both direct and related organizations, to realize such the aims, and be in harmonious fashion in all levels across the kingdom.

 (๔) ปรับปรุงการจัดการเรียนการสอนทุกระดับเพื่อให้ผู้เรียนสามารถเรียนได้ ตามความถนัด และปรับปรุงโครงสร้างของหน่วยงานที่เกี่ยวข้องเพื่อบรรลุเป้าหมายดังกล่าว โดยสอดคล้องกันทั้งในระดับชาติและระดับพื้นที่

Forming Possessives in Myanmar and English

Forming Possessives in Myanmar and English

In English, you can do it in many ways:

1. can use 'of' as in:  The topic of my paper

Ex. This is a friend of mine.





2. Showing possession in English can also be done by adding an apostrophe and an s after a noun. We can manage to transform most singular nouns into their possessive form:
  • the car's front seat
  • Bill's car
  • Tim's book


3. Use possessive adjectives  such as my ..in my book

His car is under the tree.

Their bicycles are in front of the school.

In Myanmar, there are 3 ways to show possession:

1. Use ၏  in a pattern N1 + ၏    + N2

ဒါဟာ ဇော်ဇော် ၏ အိပ်ခန်း ဖြစ်သည်။ This is Saw Saw's bedroom.


In Myanmar, you will normally see the use of '၏' /iiet/ which means 'of'

ဤသူ ကား ငါ ၏ မိတ်ဆွေ ဖြစ်ပါတယ်။

ကျွန်ပ်၏ဆန္ဒ My wish

အေးအေး ၏ အဘွားတွင် ဥယျာဥ် တစ်ခုရှိသည်။ Ae Ae's grandmother has one garden.


သူ၏အခန်းထဲတွင် ကုလားထိုင်နှစ်လုံးရှိသည်။ In his room, there are two chairs.



2. Use ရဲ့ in a pattern N1 + ရဲ့ + N2


ကျော်ကျော် သည် ကျွန်တော်ရဲ့ သူငယ်ချင်း သည်။ Kyaw Kyaw is my friend.


ဒီစာအုပ် ဟာ ဘယ်သူရဲ့ စာအုပ်လဲ။ This book, whose book is it? = Whose book is this?

ကလေးတွေဟာ တိုင်းပြည်ရဲ့အနာဂတ် ပါတယ်။
Children are the future of the country.


Please note that the use of ၏     sounds and looks more formal than the use of  ရဲ့ 


3. Omit the ၏  or  ရဲ့ 
you can omit the word ၏ for brevity such as my book  -  ငါ့စာအုပ်

ကျွန်တော့်အမေ my mother (Janoh arme)

When you omit the word ၏  or  ရဲ့ , you need to make the final sound of the first noun shorter to mark the possessive from. You need to use the symbol ့ to mark such the sound as in 
တျွန်တော် in normal usage
တျွန်တော့် in possessive form as in တျွန်တော့်အဖေ my father

ကျွန်တော့်ဦးလေး  My uncle

According to , the Election Commission, the national referendum on the Constitution Drafting Committee’s draft charter (constitution) is set to be held on August 7, 2016.

This announcement has been sanctioned/authorized by the Royal Gazette. What Thais need to do now is study the draft as carefully and thoroughly as possible.

I have briefly looked into some of the articles and found that there are at least 3 Articles addressing the issues of culture and multiculturalism.

Like the previous ones, the proposed constitution for referendum does not explicitly state the language policy for Thailand. The first mentioning of the word ‘language’ can be found in the following articles on rights and freedom:

Article 27 stipulates that all Thais are to be treated equally regardless of their genders (male and female), regions, race, language, age, political orientations, religion, and educational background

Article 43 states that an individual Thai and/or community has the right to conserve, revive, and promote local wisdom, arts, traditions, cultures of their community and the country.

Article 70 stipulates that State shall promote and protect the Thais and other ethnicities so that they can live in their cultural society with traditions and traditional ways of life as prefer with peace without interference, provided that such does not contradict with the order and peace or threatening the security and order of the State.

Reading between the lines, we can see that the three articles deal with the languages and cultures under the cultural umbrella.




Under the existing paradigm, teachers in the southern part of Isan in Surin or Buriram  could develop the learning materials and curriculums to teach ethnic Khmer Thai to their students. The ‘ethnic languages’ are adjectives describing characteristics of Thai. For example, the Khmer spoken in the southern part of the Isan region is referred to as the Khmer Thai (the Khmer with Thai characteristics). Another example is the identity of the Malay language in Thailand known as Yawi or Pattani Malay or Malay with the characteristics of Pattani, a province in the southern part of Thailand.


As discussed, language and culture in intertwined. Economic development needs to integrate the cultural elements, to be sustainable. UNESCO, for example, believes that no development can be sustainable without a strong culture component and has called for a human-centered approach to development based on mutual respect and open dialogue among cultures can lead to lasting, inclusive and equitable results . If Thailand were to progress in suitable manners in the 21st century, it needs to plan and implement language policy prudently. In this paper, I would like to propose the middle path as seen in the 2016 proposed Charter of Thailand.

In Article 43, it is stated that an individual Thai and/or community has rights to conserve, revive, and promote their local wisdom, arts, traditions, cultures of their community and the country. Similarly, Article 70 stipulates that State shall promote and protect the Thais and other ethnicities so that they can live in their cultural society with peaceful traditions and ways of life, provided that such does not contradict with the order and peace or threatening the security and order of the State. 

The two articles open space for communities and ethnic groups in Thailand to get together to revive and protect, or even promote their cultural heritages, including languages. The two articles deal with the issues of cultural diversity is a constructive way, gearing toward the middle path, the path that is not too extreme and soft or lenient.

Positions of Adverbs in Myanmar Language

Adverbs in English

In English, we can put adverbs and adverb phrases at the front, in the middle or at the end of a clause.

1. The front position

e.g. "Suddenly he felt afraid."

Yesterday, detectives arrested a woman and a man in connection with the murder.


2. The end position:

Why do you always have to eat so fast?

3. The mid position:

Apples always taste best when you pick them straight off the tree.

Note that where there is more than one verb, the mid position means after the first auxiliary verb or after a modal verb: Ex.

The new boss has occasionally been forced to change his mind.


In Myanmar

1. Like English, an adverbial can be found at the front position Ex. ဒီနေ့ပူပါတယ်။
Today, it's hot.

တနင်္လာနေ့ က သွားပါလိမ့်မယ်။ On Monday, I will go.
In English you would say - I will go on Monday.

2. In general, adverbs preceeds verbs Ex.

ဖြည်းဖြည်းချင်းလမ်းလျှောက် - Walk alowly
အလျင်အမြန်လာမည် - Come quickly


I'm really sorry. = ကျွန်မ တကယ်တောင်းပန်ပါတယ်.
Adverb comes before an adjective


She's very beautiful. = သူမသည်အလွန်လှပသောဖြစ်ပါတယ်။ In this case, English and Myanmar are alike.

This car is really expensive. ဤ ကား အလွန်စျေးကြီး

Really hot - အရမ်းပူပြင်းတဲ့
တကယ်ချစ်တယ် Really love
Very good အလွန်ကောင်းသည်

I love you = မင်းကိုချစ်တယ်။
I really love you. - မင်းကို တကယ် ချစ်တယ်။

Glocalization

หลายคนคงจะรู้แล้วว่า Globalization หรือ โลกาภิวัตน์ หมายถึงอะไร  มีน้อยคนที่รู้ว่า Glocalization คืออะไร

Glocalization หมายถึง การปรับผลิตภัณฑ์ สินค้า/บริการ ให้ เหมาะกับบริบทของท้องถิ่น

เป็นการต่อสู้กันของพลัง 2 พลัง คือ Globalization กับ Localization
จบลงด้วยคำว่า Glocalization ครับ

มีความหมาย 2 นัย

1. อาจเรียกได้ว่าเป็น กลยุทธฺของบริษัทข้ามชาติที่ใช้เจาะตลาดท้องถิ่นก็ว่าได้  the practice of conducting business according to both local and global considerations.

แต่ละท้องถิ่น มีรสนิยม (Tastes) ที่แตกต่างกัน การเอาใจคนท้องถิ่นบ้างย่อมเป็นแนวทางที่ดีกว่าการยึดเอามาตรฐาน แนวทางเดิมของบริษัทแม่ 

มีการใช้คำนี้กันมากขึ้นเรื่อย ๆ ครับ เช่นการใช้เป็นคำกริยา ดังประโยคข้างล่าง

We need to glocalize our new products to suit the taste of the local market.
แปลว่า เราต้องปรับผลิตภัณฑฺใหม่ของเราให้เข้ากับรสนิยมของท้องถิ่น












2. อีกความหมายหนึ่งคือ การปรับสินค้าท้องถิ่นให้ไปอินเตอรืหรือ Go Global เช่น ปราร้าอัดกระป๋อง
และสินค้าอื่น ๆของท้องถิ่น แต่การจะไปแข่งกับบริษัทใหญ่ บริษัทเล็ก ๆ เช่น SMEs ทั้งหลายมักเสียเปรียบ
